Since the recognition of a new paradigm generated in the postwar period, in the context of the New World Order (NWO), it was developed an approach called heterodox economics, where the approach of social wellbeing and human development is relevant. In this sense, new currents of thought arise in connection with the development, where mankind is assumed as the center of economic relations, in the search of a better level of prosperity and social inclusive growth. Under this scenario, it arises the local development, based on the promotion of individual and collective capacities, which is strengthened since the recognition of the cultural, economic capacities, productive experiences and resources available at the service of a social conglomerate, which promotes the implementation of strategies between different public and private agents, manifested by actions such as inclusive businesses, which in their production chain involving low-income population or known as BdP. Face this background, this article took the borough of Kennedy in Bogotá, as a context to know the perception of entrepreneurs on inclusive businesses, their skills to generate and the contribution that can be compared to local development, identifying businesses in general still and not understanding the specifics of this strategy and they tend to confuse with actions of corporative social responsibility. In the same way, it is evidenced a high of disarticulation between citizens, public and private agents, which makes even more difficult the possibility of creating new inclusive businesses in terms of local development.
